Bye-Law E. General Meetings, paragraph 5, states that "one half of the National Associations in good standing, (i.e. those nine Associations who have paid their ISMA Fees), shall constitute a quorum. A simple majority vote shall decide all matters. Paragraph 6 goes on to say that "a mail vote is valid when a majority of the National Associations in good standing concur". As only four associations Finland (4 votes), the UK (31 votes), Switzerland (13 votes) and North America (25 votes) out of the nine eligible, have cast votes, there are therefore insufficient countries necessary under the Bye-Laws to form a quorum to alter the decision of the Newport AGM. In view of this, the French Fleet, who throughout have taken the view that they would do whatever would be best for the Class, have accepted the original decision of the AGM to accept the invitation from Sweden to organise the 2012 European Championships. The French Fleet will therefore issue an invitation for the 2015 World Championships".
